Queensland QCAT Registry Structure
The QCAT registry will have four common support areas – intake, operations support, alternative dispute resolution and corporate services. Two separate case management divisions will also be created:
- Human Rights
- Civil Disputes and Administrative and Disciplinary

Draft Legislation released
Draft legislation to implement the new Queensland Civil and Administrative Tribunal has been released by the Queensland Government. Below are the Queensland Civil and Administrative Tribunal Bill 2009, QCAT (Jurisdiction Provisions) Amendment Bill 2009 and the QCAT Consultation Guide.
Queensland Civil and Administrative Tribunal Bill 2009 (PDF, 245 KB): establishes the new tribunal, provides for appointments as well as generic powers and procedures applying to QCAT’s range of jurisdictions
QCAT (Jurisdiction Provisions) Amendment Bill 2009 (PDF, 245 KB): amends over 160 pieces of legislation conferring jurisdiction on QCAT.
QCAT Consultation Guide (PDF, 245 KB): provides a brief overview of the legislation.

Stage 2 report
An independent panel of experts was formed to provide advice on how best to implement the amalgamated civil and administrative tribunal, including determining the scope of its jurisdiction.

In November 2007, the Department of Justice and Attorney-General released a discussion paper on the reform of civil and administrative justice. The paper sets out the need for reform, details the scope of the project and the proposed outcomes. The paper presents options to reform current civil and administrative justice mechanisms. The paper also proposes a new administrative review policy to ensure a consistent and contestable approach across all government agencies when reforms are made to review rights.
Terms of reference were developed for the independent expert panel to advise on the implementation of an amalgamated civil and administrative tribunal in Queensland.
The scope of the independent expert panel was defined, with the tribunals and courts to be further considered for amalgamation.

In stage one report, the independent panel recommended the adoption of an integrated registry structure to support the needs of QCAT. Mercer Consulting has been engaged to complete this work.
