Justice Alan Wilson appointed President of QCAT

On 23 October 2009, the Hon. Justice Alan Wilson was appointed as QCAT’s new President.

Justice Wilson has also been elevated from a Queensland District Court Judge to a Justice of the Supreme Court of Queensland.  His extensive experience in mediation and alternative dispute resolution made him a qualified and suitable appointment for the role.

Appointment of QCAT's first Executive Director
Mary Shortland has been appointed as QCAT's first Executive Director. Mary has extensive experience in the Brisbane City Council and will bring strong leadership and management experience to QCAT.  Mary commenced in the Executive Director role on Monday 12 October 2009.

Panel report now available

The independent expert panel established in March 2009 to advise on the creation of the Queensland Civil and Administrative Tribunal (QCAT) has completed their stage three report detailing the full operational requirements for QCAT. The report is now available in the publications section. FAQs about the report are also available.

Appointment of QCAT's President and Deputy President

On 30 July 2009, the Hon. Justice Peter Dutney was announced as QCAT President and Her Honour Judge Fleur Kingham was announced as QCAT Deputy President. Sadly, His Honour, Justice Peter Dutney, QCAT’s inaugural president recently died. Justice Dutney had commenced in his new role with enthusiasm and professionalism. His loss is a significant one for his family and the state of Queensland.

QCAT legislation passed by Parliament

Legislation which gives QCAT jurisdiction, the Queensland Civil and Administrative Tribunal Act 2009 and QCAT (Jurisdiction Provisions) Act 2009 was passed by Parliament on 17 June 2009 to commence on 1 December 2009. This legislation establishes the tribunal, provides for the appointment of the president and members, and sets out generic functions and powers. View recent media releases.

Expressions of interest sought

The Attorney-General is seeking expressions of interest from suitably qualified people for appointment as senior members, ordinary members and adjudicators of the new Queensland Civil and Administrative Tribunal. An information pack, which includes the purpose of each role, eligibility requirements, remuneration rates, selection criteria and details of how to apply is available at http://www.jobs.qld.gov.au/ or by telephoning 07 3239 3663 (please quote vacancy reference number J140/09). The closing date for all applications is 27 July 2009.

QCAT legislation introduced into parliament

In February 2009 the draft legislation to implement the new Queensland Civil and Administrative Tribunal (QCAT) was released for public consultation. Broad support  was received from stakeholders for the Queensland Civil and Administrative Tribunal Bill 2009 and the Queensland Civil and Administrative Tribunal (Jurisdiction Provisions) Amendment Bill 2009.

On 19 May 2009, the legislation was introduced into Parliament by the Attorney-General. The Bills will now be debated prior to being passed.

Draft legislation released for public consultation

The draft legislation to implement the new Queensland Civil and Administrative Tribunal (QCAT) has now been released by the Queensland Government for comment.  The draft legislation can be accessed here

Comments on the draft legislation must be provided by 27 February 2009.  Comments can be provided directly to the Tribunals Review Project or by email to enquiries@tribunalsreview.qld.gov.au or by mail to Tribunals Review Project, GPO Box 149, Brisbane Qld 4001.

Panel report now available

The independent panel's second report outlining the recommended legislative changes to establish the Queensland Civil and Administrative Tribunal (QCAT) is now available. Click here to access a copy of the report. The Queensland Government has authorised the development of the QCAT legislation in accordance with the panel's recommendations. It is expected that exposure drafts of the legislation will be available for consultation in January 2009.
