Panel members

The panel is chaired by the Hon Glen Williams AO QC. Ms Julie-Anne Schafer, Chairperson of the Commercial and Consumer Tribunal, and Mr Peter Applegarth SC assisted on the panel. However, prior to the finalisation of the Stage 2 report, Mr Applegarth was appointed to the Supreme Court and resigned his position on the Panel.  The Honourable Justice Applegarth was not replaced on the Panel due to the advanced stage of the Panel's work.

The Hon Glen Williams AO QC

Justice Williams has had a long and distinguished career in law. He recently retired from the Queensland Court of Appeal to which he was appointed in 2000.

Justice Williams was admitted to the Bar in 1962 and appointed Queen’s Counsel in 1978. He was appointed to the Supreme Court of Queensland in 1982.

In 2006, Justice Williams was appointed Officer in the Order of Australia for service to the judiciary and to the law, particularly in the areas of law reform and legal education, and to the community through contributions to the Scouting movement and sport.

Some of the many positions Justice Williams has held in public life include President of the Industrial Court of Queensland, Chair of the Australian Institute of Judicial Administration, Chair of the Queensland Law Reform Commission, member of the Human Rights Observer Panel of the Australian Law Council and Chair of the Rules Committee of the Supreme Court of Queensland.

Ms Julie-Anne Schafer

Ms Schafer is the inaugural and current Chairperson of the Commercial and Consumer Tribunal. Prior to this appointment, she was Chair of the Queensland Building Tribunal, Chair of the Property Agents and Motor Dealers Tribunal and also Chair of the Retirement Villages Tribunal.

Ms Schafer was admitted as a solicitor of the Supreme Court of Queensland in 1976 and worked in private practice for 25 years prior to her appointment to the Queensland Building Tribunal.

Ms Schafer is a past president of the Queensland Law Society and in 1996 was awarded the Telstra Queensland Business Women’s Award. Her other positions have included President of the Royal Automobile Association of Queensland, Deputy Chancellor of the Queensland University of Technology, Adjunct Professor in Law at the University of Queensland and director of four hospitals, including St Vincents in Toowoomba and Holy Spirit in Brisbane.
